Joseph (Jos) Hoenen has more than 31 years of experience working in fragile states and developing countries. Between 1982 and 1987, he started his career as a rural development specialist in Yemen and Sri Lanka. In the next ten years, he was the Country Director for a Dutch NGO SNV in Mali and Benin. In this period, he was also asked to restart the country program in Rwanda in 1995, a year after the genocide..
Since 1999, he has worked in different positions within the Ministry of Foreign Affairs of the Netherlands. From 1999 until 2004, he was the First Secretary in Kenya, Uganda, Somalia, and South Sudan. He then worked in Eritrea as the Deputy Ambassador and the World Bank in Khartoum.Focus: elections and political participation and economic development.
From 2008 until August 2013, Joseph Hoenen was the Coordinator on Women, Peace & Security in the Dutch Ministry of Foreign Affairs in The Hague working with NATO, EU and other international fora. Amongst other responsibilities, he created a unique cooperation for the Netherlands Action Plan 1325 uniting 3 ministries and 41 civil organizations and knowledge institutes.
Since September 2013, he seconded to the the Dutch Ministry of Defence in different positions. working as their Civil Strategic Advisor.
